Well, I'd call it a minor omission, rather than a bug. It was actually something I stumbled upon recently, when I was experimenting with having a Gentoo runlevel that sets a different time (don't ask!). If the time is changed too much (no matter what method is used), DPMS will kick in if it's not turned off before. The fix is quite simple in this case. The code that sets the time must run 'xset -dpms' before setting it and 'xset +dpms' afterwords (providing that this is the users chosen configuration).

Such a bug is easier to forgive in Linux, because the nature of a distro requires a lot of independently developed pieces of software to be merged together. The DPMS is handled by X.org and not KDE, while the time changing app is from KDE, which the X.org software does not know about. It's the responsibility of KDE to tell X.org to disable DPMS, but it's not something KDE developers are likely to know about unless they've come across the bug themselves (very unlikely, as most people use NTP instead).
