I should point out that there's a delicate relationship between tax *revenue* and tax *rates*. It's far from clear to me that increasing rates will increase revenue, but it's more probable than increasing revenue by *decreasing* rates unless one looks ahead on the order of 5 years or so.
And of course for this Presidency it would appear that he wants to decrease taxes for his Halliburton Buddies(tm), and never mind what it does to the budget deficit.
There was also a news item yesterday (I'd have to find it now) that suggested the Chinese had the opposite problem: they save *too much*. But that's a problem the US would love to have. :-)

And yes, we can blame this on the Democrats, to some extent; Lyndon B. Johnson started the Vietnam War, and deficit spending. But the current Administration seems to have honed it to a fine art, and the prior Democratic administration actually had a chance at reducing the debt.
(Regrettably, only for the last year of his 8-year term, and one could make a case that the Republicans were preventing him from spending money on social programs.)
