Most any check printed in the past 10 years has tamper proof securitymeasures. You can't make photo-copies or anything like that without being detected.
I don't know of a single person who has ever used their cell phone to pay their bills in this country. Paying by phone sounds like it takes longer and is less convenient than writing a check.
At the bank checks are processed electronically. The error rates are incredibly low. Someone can go out and write multiple checks without having sufficient funds. But we have laws and a police force to punish such people. Most places won't accept a "large" check without first clearing it with a bank.

Not awful at all. It's only fair to have the people who use these services and programs to be the same ones paying for it.
I more than pay my share of taxes. But it's not fair for taxpayers (who may not have children) to subsidize school trips to Disney World. If a student wants the priviledge of driving their car to high-school then they need to buy a parking permit. Nobody forces you to buy the permit but don't park your car at school. Nobody forces students to go to Disney World either. But if you want to go then you have to pay.
Because the school has decided that it's simply easier to distribute the responsibility. It's easier for each coach-teacher to track and collect a dozen checks than it is for some secretary who has no familiarity with the program or students to collect a couple of hundred checks. The day that *you* run our school system you can change this.
Why wouldn't he turn the check in? What's his motivation not to?
Theoretically it could happen but I've never had it happen to me. Perhaps people here are more organized than you and we don't randomly lose things that have direct monetary value.
I'm not wrong. This is precisely how things are done here. How *you* think we should be running our schools and banking system doesn't matter. Our banks in New York City alone handle more money than your entire country. Something tells me that the banks don't need your advice telling them how they should be doing things.
