How about addressing the examples I gave, which you did not dispute in the slightest, which show it's *you* who does not understand how the term is...

Examples? Only one I can think of is quoting from a book or handbill. This might have to be translated into a hard number, which makes for certain difficulties.

E.g., "fair use = 'transmission of less than 1kB from a recognizable source for purposes of illustration in a public forum".

Ask any state governor. Like, duh.

Not that it would be good for the *user*. But governors are already on record drooling over the prospects of taxing the Internet. Some of that drool might spill over to the Legislatures as well.

It's a rather disgusting drool, of course, but that's what janitorial staff is for. :-)

The Internet has partial identification. All equipment has an IP address; they are not allowed to collide (and if they do collide, things get mildly interesting).

All equipment should have MAC addresses as well, except for those still using POTS dialup (and I know a few, me for one until yesterday, but I'm not the only one). However, I have to agree that the ID should be at a higher level -- I would suggest certificates -- as people can move from machine to machine. The main issue is tracking the account responsible for payment for the service.

402 was, regrettably, never implemented as an HTTP or HTTPS response. Then again, I for one would expect that 402 would have been *very* problematic to get exactly right, especially if sensitive information such as account numbers and routing numbers and mother's maiden names need to be sent in the headers or something as idenbreasty verification.
