They are already climbing up, first, India made cheap crap, tshirts, sandles, the usual. Now, they export IT workers, *that's* climbing the ladder. 40 years ago, Japan was noted for crappy toys, and cheapo electronics. Now, they make crappy toys and high quality electronics. China is following the same path, as is VietNam, as did Korea, Singapore, and others.
