Sounds about the same as some of our live bait. Nightcrawlers (a kind of earthworm) is traditional, but there are also grubs, mealworms, things of that nature. Perhaps something like that is what you are thinking? Something maggot-like?
Some people here do that to, and if you're on your own land you don't need one (at least in this State). But if caught they will enforce here. Yeah, come to think of it, there's always the Emergency room, which won't be that high if you're going to do something so stupid to get hurt fishing. Although those who are unable to pay generally do not have to. Yeah, I'm wondering what they are smoking in CT (where he's from) myself, charging a person to fish? Nuts! Although, from what I've heard of the condition of European waters, I'm not sure I'd want to eat something fished out of those rivers and lakes. No offense. :-)
