I won't argue that it shouldn't be easier than it sometimes is on linux. I take issue, though, with your characterization of the ease of doing the same on Windross...

No, but your comments clearly demonstrate that you are all over the place trying to defend Linux or in this case a Linux application, CUPS. You are not making any sense at all for example you blame the applications used to administer CUPS yet when a person buys the distribution Eric used, the logical thing is to use the tools that come with that distribution. And BTW if he had used localhost:631 he would have gotten much the same prompts. And to add to that even more, my Samsung ML1740 came with Linux drivers and came with the Linux Print Package V1.1 which asks the same questions Eric had to answer in the same obtuse and confusing manner as he experienced. The point is CUPS is not easy to configure for a new user and all of your ranting won't change that nor will it change the fact that the same user can plug a printer into a Windows machine, insert a CD and be printing in 2 minutes without ever having to figure out what printing subsytem he has to choose and what printer queue's to choose. I'm mostly a Mac user but I installed the above Samsung printer, supported by Linux via a CD included in the box, under Windows, OSX and Linux and installing it under Linux was BY FAR the most difficult and again that is with a CD that comes with the CUPS drivers and administration tools. So in conclusion Ralph, I have to disagree with what you say.
