No, not always. It can be a headache occasionally, but most standard and not absolutely brand-new hardware will either just work, or be fairly easy to get going. Of corse, there are exceptions, but there are exceptions in Windows, too. The reason most hardware works in Windows is that they're set up already, the user shouldn't need to touch them. I think the kernel developers are going the opposite way. Whether this is a goood thing for the desktop remains to be seen, but they aren't that concerned over such matters, I believe, they have different goals in mind. Yes, it's pretty good (though I couldn't get my second-hand wifi card working on either of my laptops using it.
Cheaper, but not yet cheap for everyone, I would say. The situation ou describe is actually getting rarer, though My understanding is Day 4 with kubuntu I've been using ubuintu (actually the KDE version, kubuntu) for about 4 days now.
