Few Windows users seem to know how to set permissions... In the way they are used on most Linux boxes, yes. Those file systems have ACL support "available," but in practical terms almost nobody uses it. So yeah, compared to NTFS which actually uses ACLs they would look primitive. Specifically what apps? There are ways to execute things with alternate credentials under Windows, just as there are in Linux. If someone *chooses* to be lazy, that's not the fault of the OS.
Linux advocates always choose the narrowest definition of multi-user. Says: When referring to a computer Operating System, a multi-user system is a computer with an Operating system that supports multiple users at once and-or different times. The "true" definition of multi-user is a mater of interpretation and opinion. Suffice to say that the Windows model seems to fulfil the needs of most users, in the end that's really all that matters. That's an opinion, in practical terms, the people actually using Windows seem satisfied with it's model-definition. The security model is patterned after VMS, and is quite good.
