That may be the claim. But 'worst case' can result in far more cost, mostly to consumers, over trying to clean up other areas of idenbreasty theft.

I once watched a security guy (a former inmate, no less) on a financial program demonstrate his methods. He took the license number from someone's car. That's all he was able to start with. From that he was able to go through public records to get information. From what he agethered there he could access other things to find out everything about them, including their names, address, how much they paid for their house, bank account numbers and balances, Debt Loans they had, Credit Debt card numbers, some of their shopping habits, even a complaint the husband had made to his doctor about a problem he was having. The guy was hired by the program to do this, and they had an agreement with the targets. So when he transferred money into their checking account and then removed it again, they weren't caught completely off guard. But they were nonetheless surpised at how easily he did all of this so quickly (less than a week, if memory serves).

It's much easier if one starts from a point of already having some financial and personal information.

If the guy I mentioned above had used Windross instead of publicly accessible records, it may have taken him a whopping half hour to gather most or all of the same information.
