For Linux, at least, with Ubuntu's GNOME, I have an area in the menubar, called "Quick lounge"

Of course, I can also add a drawer to the menubar or dock, and drop the apps I want, in there.

The answer is, it depends :) if you mean actually moving the binaries, that can be done, but it's not the preferred way. Better to make a link in the filesystem, or a launcher, with GNOME or the like. So you can have a binary inusr-bin-programofinterest and launch it from an icon pretty much anywhere you want. Menu, dock, filebrowser, quick lounge, etc.

Most folks aren't that bad, but some certainly are.
