Agreed, and with that level of control, comes things like govt spying on what you say, and to whom you are saying it. (Which is what Peter is suggesting. He seems to be naive enough to think that he'll get to decide what the agency will "allow" and what it will stop. )

How would a system like this work if you could dink with the sourcecode? either Linux would need a black box binary kernel module (and I am not sure that would actually be enough, writing a wrapper layer around that would give you control anyway) or you'd have to build it into the hardware, and ban all non-conformant hardware. This is the same "problem" faced by such things as the broadcast flag idea. You have to control the hardware to make it work, and even then, there are significant holes. All to stop people posting to usenet?

Life isn't perfect, you deal with it, and move on. It's not as if you *have* to post to cola, or read it, whatever. If you want that level of control, stick to well moderated newsgroups. People say stupid, wrong poo all the time, if that were illegal, most of the posters here would be in jail, you and I included.

What you are really asking, is how do you make everyone be nice to everyone else. you offer a good example, and ostracise those who don't follow it, other than that, f*** it. It's not worth the effort and cost to do any more.
