These tools came about over the years for a couple of reasons. MS was always lacking in decent tools and windows needs a lot of tools to keep it going. Linux tends not to need so much repair and help and has enough tools with it to get by.

Yep. I've had HD's die between backups and lost a bit. But in 10 years very little was lost on linux boxes. Losses on desktop win boxes was common.
