Internet cafZs are a godsend. However, these venues for self-improvement are in real danger of going out of business, thanks to a government campaign that, as computer specialist Roberto Verzola put it, "will only make the richest man in the world even richer."

Invoking these laws, the government has launched a campaign to crack down on Internet cafZs that use pirated computer software. The authorities had given these establishments until September 15 to legalize their software, which can cost from P8,500 to P19,500 per installation.

When the deadline lapsed the Optical Media Board and other agencies launched their crackdown on Internet cafZs-even schools and government agencies-found to be using pirated software. When the computers of many cafZs were seized as "evidence" their owners were left with no choice but to close shop.

"The government may claim that the rule of law applies for old and new laws," Verzola said. "Yet, we haven't heard of businesses being raided for violating our minimum wage laws or election officials being fined or imprisoned for the many violations of the Omnibus Election Code that many voters have witnessed."
