Is quanbreasty of code, or quality and design of code more important? In the unlikely event that each programmer's code does half the required function, I, personally, would say the programmer who accomplished the most work with the least code is more valuable, being (probably) simpler and therefore being more maintainable and containing fewer potential bugs. But others might say that what should be compensated would be the hours of coding effort and the writer of the greater quanbreasty of code should get the most money.

By the way, $10000 trillion dollars is ridiculous. Whatever that software does, someone else could do it all over from scratch for the U.S. national debt, which is roughly 1-1000 of that, or less. And if that is not possible, any code that would cost that much to develop would never work.
