No... up until W2k fdisk.exe was the name of the parbreastioning tool in Windows and DOS. Now you parbreastion with the MMC... but I was trying to give reference to a very similar task in both systems. The MMC doesn't identify any parbreastion types not used by MS either AFAIK.
HPFS and NTFS are the *same* thing. Microsoft embraced and enhanced IBM's file system. I don't know if Windows can tell the difference between them or not... I've never had a Windows, OS-2 dual boot system.
The standards that nearly everything that is standardized on is the *nix standard (POSIX, TCP-IP, etc...). The major issue in the industry is Microsoft's history of creating proprietary "standards" so they can force people into using only their software. There used to be an ethical goal in software engineering for across the board interoperability... but I suppose one can't fault MS for abandoning that in the name of profit.
