Debian or Slackware would seem like good choices to me - both tend to be fairly lightweight and free of all the extra 'junk' that comes with some distributions.
You'll presumably see the same thing when building a kernel for any distribution though. Chances are that you've just missed something out of the kernel config somewhere (easily done now there's a bazillion options to worry about! :)
I'm not sure where XFree86 Xorg (can't remember which Debian uses) gets its video drivers from these days anyway - historically you wouldn't need to touch the kernel config just to run X. You may find that man pages for either Xorg or XF86Config exist on your system and will get X up and running just fine.

For this here Slackware box I just ran "Xorg -configure" as root, moved the resulting xorg.conf file toetc-X11, and that was it.
I *think* all of the kernel-based video code is really just for doing things like allowing direct video access for movie players and the like - something which you've said you aren't interested in doing anyway.
