Have not used lilo for years now, so answer "incomplete" to say the least.
You will probably want some viable boot loader on the hd MBR even if you don't use it normally. Think hardware failure ;-)
Next, note that using a CD just to contain the bootstrap code needed to load the kernel is ??? with lilo. Know it can be done with grub, but it's a lot of effort for the results.
Using a floppy for this with grub is quite easy -- once you grasp just how grub works and the files needed. Lilo on a floppy should work, no?
Main thing is that you will have to re-write the lilo files every time you change kernels, eg., kernel updates-upgrades. Think this is still the case. With grub, you only need to change the bootstrap files on the floppy if you change the physical layout of your hard disk and relocate grub.conf-menu.lst by movingboot parbreastion.
Not a plea that you change boot loaders -- just some info if you can't get lilo to work the way you want ;)
