You could certainly write a file, with something like the vi or emacs text editors, inetc-sysconfig-network-scripts directory in a recent Red Hat distribution to say this:

You would have to use the correct HWADDR, which is usually on a sticker on the NIC. You would say ethX, where X is the device you happen to want. I picked 2 here because that is the one most like what you asked for. The other entries in there you would set as needed.
