Apart from the kernel, a distribution is just a collection of libraries, binaries and data, so you can run them all seamlessly if you set it up correctly. If you share the needed bits, it's totally transparent. It's not a standalone environment, so you can't run duplicate copies of daemons in the chroot without additional configuration, but from a normal user's point of view, it's mostly identical to the host system. If you want to experiment with the administration side of a distribution, a chroot won't be sufficient, but if you just want touseone, e.g. for its toolchain, it's ideal.
