If it takes many milliseconds for a packet to get from machine A to machine B, real-time data mirroring Ain't Gonna Happen between those 2 machines. Bandwidth is also a concern if this thing has to run 24-7. So, say what sort of latency and bandwidth you have between these 2 sites. If there are only certain files that have to be transferred, and you can live with updates every 30 seconds instead of continuous updates, then rsync may actually work.
This may be too complicated for the people who have to use the things to understand. CVS and its ilk can be really complex in the eyes of the average office drone. It'll also add overhead. The people who use it will probably come up with N+1 variations on "What do you mean I have to 'edit' a file in the version control program before I edit it with OOO? I never had to do that before! I want it like it was before! Waaaa!"

Version control stuff like CVS and SVN was designed by programmers, for programmers. If your users are not programmers, then version control will probably confuse and anger them for at least a month until they get used to using it. You can definitely use it for that purpose, but just know what you're getting your users into before jumping in.
