I don't have a solution for your problem, but I'm replying because there's an important piece of advice I wish to give you nevertheless. I've also had a video card (and a NIC) blown due to a power surge, a couple of years ago. Well... Trust me, but your computer isn't going to last another year anymore, especially not if the damaged video adapter is on the motherboard itself. That surge may have hit your videocard first, but it surely also hit the rest of the machine, and within a few weeks, possibly two months, you'll start experiencing instabilities and lock-ups. Eventually, one day you will have to hard-reset the machine after a lock-up and it won't even run the POST anymore. You may as well already start looking for a new box, or possibly gather up some components to build your own. Your floppy drive and possibly your SCSI equipment - if any - will have survived the surge, but your motherboard and your CPU are as good as toast... Best you could try is to hand over a damage report - with an invoice showing the purchase of the machine - with your insurance.
