If you're not going to compile things from source, guess what, you don't need the header files that the *dev packages provide. It usually takes a new user a few weeks to get comfortable with the ".-configure ; make ; make install" thing anyway.

More experienced users tend to install the *dev packages anyway, though. Either they like to compile things from source, or they know there's going to be a program they want to run that doesn't have a binary package for that distro available. And then there's Gentoo, which builds everything from source by default, so gcc and almost all dev packages needed are installed on all Gentoo systems that haven't been seriously pruned.
