Recent RedHat distros allow you to create one or more user accounts as part of their install script, but this is an optional task, which you can easily skip it {there are good reasons to skip it in some situations, esp if this is a re-install or a fresh-install type of upgrade or something). I generally don't use this feature, since in a NFS networked environment, I need to 'manually' set the UIDs and GIDs to match other machines on the network -- the install script generates the UIDs and GIDs, which is a problem. It also depends on what is meant by 'initial installation'. *I* (as an experienced Linux administrator), consider the creation of the initial user accounts part of the 'initial installation' process when setting up a new machine. That is, after finishing with the install CDs and when doing the first 'native' boot, I log in as root and set up the initial batch of users. I then log out of root and never log in as root ever again (I log in as myself and use sudo as needed to administer the machine).
