Are you talking about outgoing or incoming packets? The restriction against you running a server is for incoming packets. If you set things up as you describe, and if I understand things correctly, you will have two widely differently IP address: one from your dialup ISP and one from Verizon. When other people send packets to you, they will send to your dialup ISP's static IP address. (They could send to your Verizon dynamic IP address, but that would violate the rule if you had a server on that interface.)

For outgoing packets, or more precisely connections you initiate, you are the client, not the server, so the rule does not apply. Your routing table will control which interface your outgoing stuff uses.

I don't know about FIOS, but Verizon DSL works just fine with Linux, despite their clueless people claiming that is not supported. If you call the tech support folks a few times, you might eventually get somebody with a clue about Linux. IIRC, my best luck was when I called at odd hours. (In my experience, if the person you get has a thick southern accent, it's not likely this person will have a clue about Linux.)

My guess would be that it would work fine. You may have to tweak network settings a bit, though. Do you have a friend with a Windhoze laptop who could come over and do initial setup with-for you?
