You do understand that Social Security IS NOT a retirement fund, but rather a "supplemental" income source, right? It was never designed to be your retirement "pension". As far as the whole "put Congress under the social security system" issue, and the fact that you won't vote for anyone who doesn't support that, you will then not be voting, at least that is what it sounds like. If you want to change government, vote for the people who represent your views, ethics, morals and beliefs, regardless of party... or run for office yourself.
