File format of OpenOffice.org is not "yet another text format". Its file format is in many ways superior to that unreadable binary crap you get from M$ Word and many other word processors and office suites. Anybody is free to implement it in their own software, because its specifications are freely available and royalty-free.
Plain text simply can not do everything. You can't have pictures or hyperlinks or other such fancier stuff in it. But it is true there is no need to use PDF, if you are writing just text and are not going to embed any pictures or other such things to it. You should learn more about the PROPER usage of quotation marks, hyphens and dashes in your own native language. ", ' and - are just cheap plastic subsbreastutes for them. They should not be used, not even in (La)TeX, because it can do REAL minus, dashes, hyphens and quotation marks.
