Sure it does. The Linux kernel is extremely focused in development, Linus Torvalds heads the development team. As for the various distros....well, just as Apple provides focus for OSX, Mandriva provides focus for Mandriva, Redhat provides focus for Redhat and Fedora, Gentoo provides focus for Gentoo, the Debian team provides the focus for Debian, etc...
