A lot of people here have said that the Linux distribution doesn't really matter, but IMHO that's not true. There are some which are plainly more "Windows-like" out of box, and there are some which are more suitable for Linux experts.

The most important thing, though, is actually what hardware you're using. My usual Linux newbie recommendation is Mepis, but it chokes on any hardware with less than 160megs of RAM. If your hardware has less than 160megs of RAM, you can't seriously consider Mepis. If your hardware has less than 128megs of RAM, you can't seriously consider ANY Linux distribution with the KDE desktop and Open Office (in my experience, it'll run, but very slowly).

If your systems have less than 128megs of RAM, you'll have to consider more creative options like Linux Terminal designed with low budget organizations in mind (educational; non-profit). Basically, low power computers are used as dumb graphical terminals, while the applications are actually run on a more powerful server. This helps make the most use of hardware, and also minimizes system administration effort--for the most part, only the server needs to be maintained.
