For su(1), the path is set according to a number of factors
First off, it inherits the invoker's $PATH
Next, "The value of $PATH is reset tobin:-usr-bin for normal users, orsbin:-bin:-usr-sbin:-usr-bin for the super user. This may be changed with the ENVPATH and ENVSUPATH definitions inetc-login.defs."
Finally, if the '-' option is given to su(1), the target user's .profile is executed, which may alter the $PATH again.
