This looks like it should be OK for a regular serial port. The 115200 is the speed at which the port appears to be running from userspace's point of view--16-byte buffers in the chip let it pretend to run at high speeds even if the connection is slow. The spdnormal means that if the app requests 38400 speed, the port will run at 38400. For modem usage, you usually want spdhi or spdvhi, so the port will run at 57600 or 115200 when an app requests 38400.

I don't know what your homebuilt IR receiver wants here though. Um... shoot, check its docs? I can't really buttist much here as the remotes I've worked with have all been USB.
Yeah, check this out and try the various spd settings you can feed to setserial. One of them will probably work better than the others. HTH anyway,
