I would think it would depend more on the angle of the subject's head to the camera, but you may be right. It's probably more prevalent toward the center.
I have no clue. Really, this redeye thing is a bit of a tangent; I was simply casting about for some examples. Like I said, it's even worse for pictures of animals. I have a picture of one of our cats that looks positively demonic. I used a redeye eliminator designed by Adobe -- who you have to admit know a thing or two about image processing -- with odd results. The cat has two different colored eyes -- one blue and the other green. And I can just look at the picture a half a second after pressing the button. So how do you propose to move the electronic paintbrush around? By typing in coordinates? A pen tablet is the best, but a mouse will do. Depends on the program. The one I remember using most recently had a button marked "Redeye". I pushed it. It worked. (Well, not so good for that cat photo...) What the computer was doing I have no idea. Probably something similar to what you described above. Neither do I. I tend to think metaphorically -- most higher reasoning is based on it. Einstein was famous for it.
If you were in a foreign country you might be reduced to that. Why should you expect me to use anything Visual metaphors are communication as well. Often a highly effective means of communication. A lot of communication, often the most important parts of a conversation, is non-verbal in nature. Facial expressions, hand-gestures, etc. The lack of such "side-channel" communication is likely the root cause of a fair percentage of the flame wars on these forums.
