They just aren't HONEST about it. Instead of promoting the use of Challenge-Response Systems, which would truly end email if only half the people used them (or less), they promote the use of strategies and software that the spammers can easily beat. Another strategy that would be even better than Challenge-Response Systems would be to re-write the SMTP protocol, cutting out all the loop-holes that spammers use. But until that is done, Challenge-Response Systems are the only type of filters that really eliminate spam, because they reject anonymous mail. Which is what MTA's in the SMTP network should do....
