This should work fine if the script runs as the user that has access to the currently active X display. This should be the case, since Linux doesn't allow SUID shell scripts--but it's entirely possible that ip-up is C wrapper around a shell script or something. If the script is running as a different user, and the X client it launches is getting "cannot connect to display :0", then it's possible to do "xhost +local:" to allow any locally-logged-in user access to the X display.
