No it is not. YOu would be amazed at how long some places hang onto dns ip addresses for. Even if you set your dns server to tell everyone that your IP address should be updated at least once an hour (ie that it expires in an hour) three weeks later you will still find places having the old IP in their cache and using it. I used telus, and they gave me a name, but a dynamic IP . A week after the IP had changed the local university dns server was still delivering the old IP.
firewalls installed by sympatico is what I would suspect. Telus all of a sudden a year ago blocked all port 25 traffic. Maybe sympatico is more selective and blocking it only from select addresses. From a bell sympatico machine try doing telnet faustus.dyn.ca 25 and see if you get a response.
Have them try telnet faustus.dyn.ca 25 and then if that does not work telnet 216.59.248.41 25 If the latter works but not th former, then your sympatico dns is the problem. If neither does then it may well be a firewall issue. (NOte that the MX record states that the dns for 216.59.248.41 is ns.golden.net whoever that is.)
