ATAPI is SCSI commands sent over an ATA channel. Cdrecord is been working perfectly on my machine with all the 2.6 versions. If you don't want to be root to use cdrecord then "use the perms, Luke".

I have an external disk and an external DVD writer. Both of them are USB 2.0 and they never worked perfectly on 2.4, now with 2.6 they work like a charm.

Don't know. I have a Celeron :-(
