It might be possible to do that with some fooling around, but it's contrary to the purpose of the udev+hotplug system. Why do you want to do this, anyway? It doesn't make a great deal of sense to me, since there's no context for your request. Anyway, individual mice are always mapped todev-input-mouse0-9 , anddev-input-mice reports all events from all mice. Keyboards are different. There's nodev-input-keyboard on Linux systems. All keyboards that are plugged in report events ondev-console . If you want to do something like "plug 2 monitors, 2 keyboards, and 2 mice into 1 x86, set things up so that 2 users can use that x86 concurrently without stepping on each other", you can do that.
