USB not being buttigned IRQ on Toshiba Satallite

On a toshiba satalite laptop, live distros work fine, but SuSE 10.0 will only start after the install with acpi=off (similar experience with latest Mandrake). During the install the usb mouse works fine, but after the install usb is not working.

Any ideas as to how to get IRQs buttigned (dual booting with XP, so BIOS changes should be benign to that). Alternatively are there ways of 'tweaking ACPI'?
