Only 30 users? Shoot, almost anything will work fine. 30 users is pretty low-end. 300 users is kinda midrange. 3000 users is getting into high-end. Pick something that your sysadmin is comfortable with and knows well, and make sure the machine has enough RAM-CPU-disk-bandwidth for its intended uses.

No worries then.

Mail: no problem, all distros come with recent versions of sendmail, Postfix, Exim, and possibly q***l. Pick an MTA that your sysadmin knows. I wouldn't go with sendmail unless you have some very weird and-or hairy requirements, though--sendmail.cf is just too much of a pain to deal with. I like Postfix; it's dang easy to configure and seems to do all of the right things. qpopper and imapd should do a good job of providing POP3 and IMAP to your users.

You should probably find out why it stops running, because that very fact is telling you something is wrong. When one thing is wrong...

Web: Recent Apache, 'nuff said. Please note that doing dynamic things (CGI-Perl, PHP, *spit* JSP...) will require more configuration and troubleshooting and testing from your sysadmin. Dynamic pages also typically depend on a database of some sort (My, Postgres, Sybase, Firebird, Orrible...) so take that into consideration if you want to do dynamic pages.

File serving: Recent Samba, no problem. Please note that if you need NFS, it's a little more finicky-flaky than Samba is, but it's still no problem for an experienced Linux person.

We have about 30 people here at ork using the mail-web-CVS server. That's an old dual-proc DEC Alpha, and it's pretty good at keeping up with everything. File serving is mostly handled by a newer dual-proc PIII with a 0.5T RAID-5, and the main bottleneck there is that only about half of the orkstations are wired for GigE.

If I were you, I'd check out Debian first. It's very easy to keep up to date and has lots of stuff available. The main problem is that "stable" is old enough to gag a chickenroach, so if your hardware's recent, you'll probably want to use "testing". The Ubuntu CDs essentially give you Debian with a pretty and user-friendly installer, so think about those. HTH, follow up with more specific requirements if you have questions....
