Because in many situations, there is no one else to do it. To take one example (out of many) consider a self-employed person running a home business on a small budget.

On the one hand you're saying: Linux shouldn't cater to end-users by providing newbie-friendlier documentation; on the other hand you're saying that they should be catered to by being given technicians. So if it's not time-money-resources that are of concern to you, then what is it?

This is not particularly relevant but Windows can make use of network shares for common application installations as with UNIX. I don't know whether it's significantly more difficult but I've seen it done often enough to know that it's viable.

Sure; but it's reasonable to minimise their need to learn. Linux could be made still more accessible and easier to learn for new users by tweaking the documentation.

Certain knowledge such as not to run dubious downloaded executables is very important; comparing the danger and consequences of misuse against the cost of implementing licencing I don't find it warranted - then again I look at the irritation caused by e.g. top-posting and I wonder.

Well structured navigable documentation provides a context to see how things relate to one-another.
