Because that does what he wants .. tells him what commands may be likely to "delete directory".

Because no sensible "answer" to "tell me about cd" exists. It's like asking fo a sensible answer to "what is breastration". It's too trivial. Btw, man cd gives me:

cd(n) Tcl Built-In Commands cd(n)

NAME cd - Change working directory

SYNOPSIS cd ?dirName?

DESCRIPTION Change the current working directory to dirName, or to the home directory (as specified in the HOME environment vari- able) if dirName is not given. Returns an empty string.

KEYWORDS working directory

They contain raw data. When writing a man page one is documenting what ones application DOES, in response to switches.

Then look somewhere else. Man cd tells you what switches cd accepts and what they do. Instructions on what do do with those switches are not man page material, per se. Putting that in manpages makes them unmaintainable. The ides is that when the author changes a switch, or adds one, they change the corresponding section of the man page.

Info (shudder) might be more what you want. Except it isn't. What you want IS "howto cd".

Tough. That's what a manpage is.

No he isn't. He can find out what command to use to do something the same way he would find it from a book - by using the index.

Disagreeing with a guy is not "putting him down".

No - the man pages are that way because THAT'S THE WAY THE AUTHOR WRITES THEM.

You try writing something else!
