The tty devices should be owned by group tty. dev-ptsshould be mounted at boot by one of the boot scripts. The command is like so on Gentoo: mount -n -t devpts -o gid=5,mode=0620 devptsdev-pts ...Note that gid=5 is group tty here. Ifdev-pts doesn't show up in the output from mount, something's wrong unless you're on an embedded system withoutdev-pts support.
