There is this concept that CVS people call "tags". When you check out code and start testing it you tag it as a release candidate. If that checked out code works well enough you tag it as the final release. If someone makes reckless changes to the file when s-he should not, you can roll back to the working version and give the boot to the bastard. And then there are "branches" too.

And again the problem that you describe is in communication. The lack of locks in a VCS is only a problem if you can not communicate with your programmers or if your programmers do not follow rules. The former problem can easily be fixed by improving communication and the latter by educating or firing people.

IMHO introducing locks will only make life difficult to those who know what they are doing and follow the rules. Those people usually are the ones that you absolutely do not want to pee off (ie. the good employees).
