First of all, we need to reduce the number of unknowns: We don't know if your system is configured for booting from CD, and we don't know if your Gentoo CD has a good, uncorrupted boot sector. So:

1. Can you verify for us that your PC can currently boot from at least one other bootable CD-ROM-CD-R? This would confirm that your PC is configured to boot from CD.

2. Can you verify for us whether at least one other PC can boot your Gentoo CD-R?

It's very common for PCs' BIOS Setup programs to be configured so that the PC doesn't even attempt to boot from CD. This is set in the "Boot Order" (or similar language) portion of the Setup screens.

Also, it's common for PCs, if you attempt to boot them from CDs that for some reason have garbled or not-usable code in the boot sector, to try but then silently skip over that CD and go directly to the next device in the Setup "Boot Order" list, e.g., the hard disk.

In other words, for example, if the person who downloaded and burned to CDR some Gentoo image flubbed the task, you might have in your hands a non-bootable CD, and booting might fail in exactly the way you describe.
