flash drive mount and write permission

When I want to mount the floppy drivedev-fd0 on my ancient (RH 7.1) system, I just execute mountmnt-floppy and it does it, even if I do so without being logged in as root. Inetc-fstab, the entry for the floppy drive is:

dev-fd0 mnt-floppy auto noauto,owner 0 0

I can also write to the floppy without being root. For some reason, when I want to mount the flash drive, I have to be root and I also have to be root to write to the flash drive. I mount it with mountmnt-flash and the corresponding entry inetc-fstab is:

dev-sda1 mnt-flash auto noauto,owner 0 0

They are essentially identical. Also, the directoriesmnt-flash andmnt-floppy have identical permissions set.

I don't want to have to be root to run programs that write to the flash drive, so I have to solve this problem of giving an ordinary user permission to mount (at console) the flash drive and to write to it.
