That's because *they* *need* that. Most Windows users have Administrator rights on their accounts, and so anything and anyone making use of their account has all the rights to the machine.

In addition, the security in Windows is bypbuttable if you install Windows on avfatinstead of onNTFS,since Windows security is ACL-based andvfatdoesn't support ACL's.

Windows was designed as a single-user operating system and thus follows other logic than GNU-Linux, which was designed after the multi-user UNIX architecture.

AsDave-Uhringsaid in his reply to you, his files are only accessable to you if you have either both his username and pbuttword, or if you have the root pbuttword to his machine.

I could even add to this that on my machine, aside from the two above conditions, you would also need to have a valid user account yourself, as the root user cannot directly log in to the system anymore. So you'd need to log in under your own account and then become root throughsuorsudo.
